COMMERCIAL BUILDING REQUIREMENTS
REQUIRED ITEMS TO BE SUBMITTED
AS ONE (1) COMPLETE PACKAGE

NO BUILDING OR OTHER STRUCTURE SHALL BE ERECTED,
MOVED, ADDED TO
OR STRUCTURALLY ALTERED WITHOUT A PERMIT ISSUED BY THE BUILDING
OFFICIAL. NO BUILDING PERMITS SHALL BE ISSUED EXCEPT IN CONFORMITY
WITH THE ZONING ORDINANCE, UNLESS WRITTEN ORDER IS RECEIVED FROM
THE BOARD OF ADJUSTMENTS IN THE FORM OF AN ADMINISTRATIVE REVIEW
OR
VARIANCE AS PROVIDED BY THE ZONING ORDINANCE.
FOLLOWING ITEMS MUST BE SUBMITTED:
- One (1) set of completed permit applications
(Building, Electrical, Plumbing, and Mechanical.
- Copy of Contractors license, and bond or certificate of liability
if work is performed by a
contractor
- Three (3) sets of detailed blue prints
PLANS MUST INCLUDE:
- Two (2) sets of foundation plans (stamped
with an engineer s seal and signature)
- Construction plans (rafter plan, ceiling joists and floor joists
plans) to include species and grade of materials and details of
any beams or columns
- Plumbing Isometric drawings (drainage and gas piping)
- Separate electrical plans with load analysis
- Separate HVAC plans with Manual J (info on units, i.e., BTU s)
- Garage construction plans with electrical
- Two (2) site plans (showing all dimensions, easements, building
lines, setbacks, etc.)
- Drainage plan (can be shown on site plan) is required for lots
in flood zones SHX or UNX 90 x
130 or larger
SITE PLANS MUST INCLUDE:
- Boundaries of the area covered by the site
plan
- Location of each existing and proposed building and structure
in the area
- Location of existing drainage ways and significant natural features
- Proposed landscaping and screening buffers
- Location and dimensions of all curb cuts, public and private streets,
parking and loading areas,
pedestrian walks, lighting facilities and outside storage facilities
- Location, height, and type of each wall, fence and all other types
of screening

excavate to a depth of 16 inches or more using mechanized
equipment must contact a statewide notification center at
least 48 hours before the excavation is to begin. Telephone

BUILDING CODES
CITY OF KIRBY COUNCIL ADOPTED THE 1985 EDITIONS
OF THE UNIFORM
BUILDING CODE, AND THE 1997 EDITION OF THE UNIFORM PLUMBING &
MECHANICAL CODE.
1.103.1.1 A permit may be issued to a homeowner
performing plumbing work on a homestead
wherein he/she resides, provided he/she is knowledgeable in the
plumbing systems and is capable of performing the work described
in the application as submitted. The installation shall be made
by the homeowner without the assistance of any person or persons.
This does not include gas system or water heaters.
2. 510.8 where such water heaters are installed
in exterior locations they shall be protected by an enclosure.
3. A full way valve controlling all outlets
shall be installed on the discharge side of the water
meter.
4. All foundations are to be approved by
a Registered Professional Engineer. All plans must be
submitted with wet seals applied.
5. Paving concrete shall consist of 3,000
psi rating (5 sack or design mix) reinforced with
6" x 6" wire mesh minimum.
6. All studs shall be spaced (16"or
24") inches on center.
CITY OF KIRBY FOLLOWS THE 1999 NATIONAL ELECTRIC
CODE.
CONSTRUCTION SITE MAINTENANCE
The General Contractor Is responsible for
maintaining the construction site during the
construction period so that materials, equipment or workmen do not
encroach upon adjacent
private and public property. Care should be taken that dirt and
debris are not left on the streets or
in the ditches to create drainage problems and safety hazards. Provisions
should be made for
storage of all materials on site and not adjacent rights-of-way.
In the event of the failure of the General
Contractor to cause debris and dirt to be moved from the
construction site and/or adjacent public or private property, the
City will cause such nuisances to
be removed and bill the General Contractor for the same.

TRUCKS IN OPEN DITCHES
PERMIT APPLICATIONS
1. General Contractor is responsible for
submitting all permits required
2. Permit applications must be approved and issued before work is
started
3. Permits will not be approved if contractor requirements have
expired
4. Only licensed contractor or his authorized representative can
sign plumbing, gas or mechanical permits
5. Permits will not be approved if applications are not completed
properly
**Permits may be faxed, but contractor is
responsible for LEGIBLE copies with ALL the
information indicated above completed
LICENSE REQUIREMENTS
Electrical Contractors must be licensed with
City of San Antonio
Provide Copy Of Certificate Of Insurance With All Licensed Electricians
Listed
Provide License And Permit Bond For Minimum $1,000.00
Plumbers and irrigators Must Provide Legible
Copy Of State License
Air Conditioning Contractors Must Provide
Legible Copy Of State License
Provide Copy of Certificate of insurance with all License contractors
listed
PERMIT APPROVAL
Allow two (2) weeks for plan approval on
new residential construction. This time allotment is
based on your entire package being complete when submitted, with
all forms properly filled out
and all required documents included.
IMPACT FEES
Impact fee shall be determined doing the
platting process for residential homes, and depending on the location
of property, there could be additional water and/or sewer fees.
Impact fees are paid at the time permits are picked up. Cost for
water meter, and service line are not included in the fees and will
be issued at that time.
PERMITTING HOURS ARE 8:00AM - 12:00PM AND
1:00PM -5:00 PM.
Permits for Re-roof, HVAC Change out, Electrical
Reconnect, Foundation Repair, Sewer Water
Line, Driveway/Sidewalk Replacement and Water Heater can generally
be Issued the next day if
submitted during the above time frame.
If work permitted has not been started within
ninety (90) days from date of issue, permit shall
expire
PLANTING AND PRESERVATION OF TREES
The City of Kirby includes in its Zoning
Ordinance a number of special provisions regarding the
planting and preservation of trees. Please read Section 8, Paragraph
I, carefully before proceeding with your site and development plans
In addition to those provisions, the following
are offered as general reminders to all, to help us
enhance the treescape of Kirby. Further detailed information can
be obtained from the Texas
Agricultural Extension Service or from the list of "References"
below.

4. Removal of some trees leaving remaining trees in new environment
relative to wind, sunlight
5. Paving or foundations located too close to root zone
6. Broken branches, scars left untreated

1. Consult with arborist or tree-care specialist
before designing your improvements; inventory
and evaluate existing trees and/or shrubs
2. Design Site completely: buildings, paving, utility lines, future
construction, landscaping, grade
elevations, watering, drainage
3. Protect tree s roots with barriers, ramps on sleepers in radial
pattern, soil preparation and
moisture control
4. Prepare trees for stress: pruning, watering, fertilizing
5. Design tree wells and br vents for trees where fill Is unavoidable
6. Tunnel for utilities rather than trench
7. Pump concrete to site rather than place from trucks on site.
Mature trees help to cool and
clean the atmosphere, add aesthetic beauty to our Neighborhoods
and enhance property values.
